First off, I think you may have accidentally bumped your caps-lock button. In response to your question, use a program like Adobe Photoshop or GIMP.

This is just a rough outline, and contains some of my opinions, but still, I press on: JPEG, JPG- Good for posting pictures online. Trades file size for picture quality. In 90% of cases, the change is barely noticeable, except for close inspection. GIF- Most. Annoying. Format. Ever. I use it for animated pictures such as avatars and buddy icons, but that's it. BMP- No need to save a picture as this. Most cameras save the pictures as such, but the quality-for-size argument mentioned above is kind of pointless in this case. Just edit and save as JPEG, save everyone the trouble. PDF- Annoying format, but good on quality. Avoid. For most cases, JPEG is pretty much your best bet. I doubt your a power user, so don't bother with the other formats. I'm not being rude, personally I flatten any of the layers in Photoshop and save pictures as high-quality JPEG's. That makes it easier for people who I may want to share files directly with, easier for both of us.

PNG is another big one.
