A scientific theory is a well-substantiated explanation of some aspect of the natural world that can incorporate facts, laws, inferences, and tested hypotheses.

No amount of validation changes a scientific theory into a scientific law.

The atomic theory of matter is a good example of this as it contain all of the things given above.

The theory of motion contains Newton's Laws of motion.
