Steps to domination:
1. Disarm the military but maintain a strong police force (akin to the military except with no interest in foreign babble).
2. Hire the greatest academic minds in the West from the most prestigious universities to come and teach to your middle eastern country's greatest minds.
3. Peacemonger, avoid conflict at all costs, even go so far as to deal with internal rebellion through appeasement and apportionment of political power.
4. Focus heavily on education and steer your people towards a mathematic driven academia.
5. Slow down export of oil and use it towards your own people, bribe the United States into allowing you to research effective means of developing and maintaining nuclear power plants (not for weapons) with said oil (you need to wait at least one decade of just barely exporting your oil and mainly using it for your own people, and then your pitch would be that nuclear power would allow you to maintain a first world country AND give you the venue of massive foreign oil trade, specifically with the US).
6. Focus state income on international image, constantly donate money to developing middle eastern nations (assuming they have no terrorist ties and assuming they are setting up systems similar to your own) and consistently condemn ANY sort of violence in the region, while verbally (but not financially) supporting the Palestinian movement. Should the Palestinians bomb Israel, however, IMMEDIATELY condemn them for it and state your distaste for their poor means of political activism.
7. Legislate with the corporation in mind, give people very good reason to incorporate in your country, specifically with regards to business liability (other than financial because you don't want companies to bankrupt you with their own incompetence). If there is an oil spill out of negligence of a company and a person effected sues because his brother died as a result, give said person nothing and fully support the company through your court system
8. Do not build prisons. Instead, pay your neighboring countries to house your criminals. I don't know of any country that does this but there are huge benefits for both intelligence agencies and for the general perception of your civilization (imagine an entire country with no prisons and yet a completely reasonable crime rate).
9. Keep your good relations with foreign superpowers very well tendered, and more importantly, keep them very public so that should said superpower go against you later on, some major political faction within that superpower will still support you and claim hypocrisy with regards to the actual actions said nation takes against you (this should never be a problem because you would never do anything to provoke a superpower until you were one yourself).

With this system corporate environments thrive while public opinion remains very optimistic and everyone is very well educated, fostering political, economic, and industrial growth throughout your society, once you successful garner nuclear power without being invaded, you have done enough research to begin developing nuclear weapons and you have enough credibility to barely get away with it. At this point while you are not a world superpower, you are middle eastern superpower with a huge say over the happenings in that region. If you develop further you may even catch up to the big boys.
