What they said^

Another thing to note is a rating of 1 or 2 is negative feedback, and 3 and 4 is positive, which are the figures you see when you look at a SL's profile.

I also think you get more points if it's rated higher or something, I don't really remember.

The person who makes the E-help rates. They get a PM with the reply and there are ratings from 1-4. You got 5 points for a 3 and 10 points for a 4.

The majority of eHelp-posters don't rate any of the SL's, so don't take it personally.

Can guests rate eHelps? I would imagine that they would have to submit an email address in order to get the replies, but can they rate as well?
