Has anyone ever built one? What would be the best way to get something like that working well?

All it really is, is a generator sort of thing used to power the rotation of a propeller on something that floats. The power supply in this case will come from solar panels. Mine sort of leaked a bit, so try and make sure the propeller goes out of the boat above water. Also make sure that enough power is supplied for the boat to work properly.

We are talking about a small in-the-hand sort of one right?

Nope, I'm talking about an actual boat-- or a canoe of sorts. But I do think that propeller above water would be a good idea.
