I hope not, but not all leaders are rational. For example, Kim Jong Un would probably launch a nuke without any concern for the welfare of his population. Irrationality is the most terrifying thing in international politics.
They probably don't even have the technology to launch one.
North Korea already has nuclear capability...
http://articles.latimes.com/2012/apr/13/world/la-fg-us-norkor-20120414 They can test it as much as they want, but if they can't deliver it then it doesn't matter.
That wasn't a nuclear rocket. If you did your research, you would know that was a highly advertised satellite launch gone wrong. North Korea has launched missiles successfully. Again, if North Korea wanted to it could put both working missile technology and nuclear capability together. That's besides the fact that not all nukes are on ICBMs.
I know it wasn't a nuclear rocket. They can't even launch a fucking satellite. If they can't do that, chances are they lack the technology to launch an nuclear weapon. herp derp a derp
http://en.wikipedia.org/wiki/North_Korean_missile_tests (I wouldn't usually put a wikipedia link, but it's just a list of North Korean rocket tests.) Also, as someone else pointed out, any nuke North Korea launches will be at South Korea. On a side note, you entirely missed the point of my original post.

I think we have come upon a misunderstanding. North Korea lacks the technology to launch long-range missiles. I understand they have the capability to launch short range missiles, but until they can launch long-range missiles, will always appear inadequate in the eyes of the world. NK has the biggest inferiority complex. I imagine the Kim Jung un wouldn't dare embarrass himself further until he is confident in the technology of the NK, which is incredibly outdated.

Ah, understood. North Korea definitely has an inferiority complex, but I do believe that it may at some point attack South Korea to try to 'prove itself worthy' or world respect.

Absolutely it will, and not just atomic which have been used in war but thermonuclear which have not.

China has ambitious plans to have more than 100 reactors operating by 2020 to help curb surging demand for coal and imported oil and gas. But development was suspended after Japan's March 2011 tsunami crippled the Fukushima power plant, causing the worst nuclear disaster since Chernobyl in 1986. Authorities launched an inspection of China's 13 operating reactors following the Fukushima disaster and said they found no problems. They said they were reviewing work on the 28 reactors under construction.

For the first time since the dawn of the space age, China's Long March rocket family eclipsed the annual flight rate of the U.S. fleet of space launchers Thursday with the successful deployment of a high-resolution mapping satellite. A Long March 4B booster lifted off at 0326 GMT Thursday (10:26 p.m. EST Wednesday) from the Taiyuan launching base in Shanxi province, according to the state-run Xinhua news agency. The 150-foot-tall rocket released a Ziyuan remote sensing satellite into orbit 13 minutes later, according to the Chinese defense ministry. Chinese officials said the mission was flawless, marking the country's 18th successful space launch in 19 tries this year. The United States is 17-for-18 with flights of the space shuttle and the Atlas, Delta, Taurus and Minotaur rocket systems.

Yeah, we really have to worry about North Korea "We possess several hundred atomic warheads and rockets and can launch them at targets in all directions, perhaps even at Rome. Most European capitals are targets for our air force. Let me quote General Moshe Dayan: 'Israel must be like a mad dog, too dangerous to bother.' I consider it all hopeless at this point. We shall have to try to prevent things from coming to that, if at all possible. Our armed forces, however, are not the thirtieth strongest in the world, but rather the second or third. We have the capability to take the world down with us. And I can assure you that that will happen before Israel goes under."
