it's because of how many bites Labs are responsible for (not that you hear about them, due to the media being so hard for 'pit bull' bites), and the fact that they have strong jaws and a muscular build.
Pugs were targeted under a mass restriction of molosser breeds, as they are a molosser breed technically.
Next thing Pomeranians will be on there.
I'm actually surprised they aren't, considering the Pom that killed the baby a few years back.
