when criminals are treated as fucking scum in america and never given a chance to improve, nor given the help they need realise what drove them to crime and how they can change it, it shouldn't be surprising that they keep reoffending. on the other hand societies which treat criminals well, with respect and use prison primarily as a place to rehabilitate and not allow inmates to just shove their cocks into each other, have much lower recidivism rates. while i can understand that some criminals are just the way they are and don't need pity or sorrow, they brought it onto themselves, there are those that just lost their way or have had a series of bad turns in their life and could improve if given the chance.
