I remember my sister had a roommate when she was living off-campus going to college. Her roommate was a guy, from the Mexican-ghetto side of town. Statistics indicate he was most likely uncircumcised. But something that I noticed makes me question that. When I went to go visit my sister one day, I remember she told me to go get something from her roommate's room because she needed it. I went in and found a large bottle of Vaseline just "tucked" away underneath the blankets on the side of the bed. I would imagine using lube makes it feel better maybe, but it's not a requirement to masturbate. I have given a handjob to both cut and uncut, an uncut is easier and it's sexier to watch the foreskin go up and down. If you're circumcised you are recommended to use lubricant of some sort, either a commercial lubricant, lotion or saliva at least. If you don't you are prone to get rashes, sores, blisters, etc... which are very painful on such a sensitive organ.
