What you gotta do, is find a way to feel better and more confident. As long as you feel like your life is a "waste" as you say, you'll never be able to confidently talk to a girl and come across as a dateable person.

I recommend that you work on feeling better as a goal. Go for a walk outside everyday. Listen to uplifting music. Get a massage. Get a pet, if you don't have one, or play with your pet. Don't even worry about this situation for now, focus all of your attention right now on feeling better inside, find a state of happiness first.

Once you do that, you'll be able to naturally approach a girl. In fact, sometimes they'll just come right up to you, because they can sort of "read" you.

i can't write a long ass reply here because i'm on my blackberry but its never too late.  
i was never as bad off as you but i was close but a friend of mine (she's amazing and knows who she is) opened my eyes to what i've been missing and its made me a better person because of it and for taking her advice.
