I think option one would be best because I think mods could abuse option 2.

Our guidelines surrounding the anonymous feature are stupid. Members should be allowed to post whatever they want with the anonymous feature, given that (it seems to me) it was designed to eliminate the need for a secondary account. The ridiculous part about this situation is that it is not even prone to being severely abused, given that members are only permitted to use it a limited number of times a day. I'm voting for option 1, because it seems like the option that is closest to what I ultimately want for the anonymous feature. I don't care if, regarding option 1, members can "abuse" or "get away" with it, because I don't view it as a problem in the first place. 

I agree with this, especially the first paragraph. I once had an anon reply trashed because some mod felt there was no need for it to be anon, when I was in fact disclosing something private about myself. Second accounts are a poor choice as many people know who that member is.
