So, I've lived in Illinois my whole life. This past summer, I tried to move to Arizona and go to school there. It didn't work out, and I only lived there for about 7 months, moving back late Jan.

I'm now applying to Southern Illinois University.

There is a question asking whether or not I've lived in Illinois for 6 months preceding this app.

I think this answer might determine whether or not I'd get in-state or out of state tuition.

Should I say yes, which is technically lying, but it's dumb in my case, or say no, which is the truth, but could possibly make my tuition higher?

The way I'd go around taking care of this would be to get a registration counselor at your school.  Tell them exactly this, and what you're looking at.  While I usually condone lying, doing it on a college or job application can get someone taken off the list.

Your situation seems like you could probably get in-state tuition if you present a bunch of proof about having lived in Illinois for awhile.  You could very well qualify for in-state tuition, depending on the documents to have.

I would contact the Registrar's office and ask them if they are requiring a permanent address (which technically would be your parents address) or your old school address.
