Perhaps where it's more difficult to be clean and a foreskin is likely to become a breeding ground for HIV but if you just clean your damn penis sometimes there isn't going to be that problem; it's the USA, a clean, modern country, not bloody Africa or Kenya or Uganda. There's no need for it there!

Plus, 17.8% of South Africans have HIV or AIDS
Only 0.3% of the US has HIV or AIDS

Declaring a well-researched scientific consensus to be nonesene doesn't do much to mitigate it, reducing ftm transmission dramatically is enough to massively increase herd immunity, and transmission factors are not merely reduceable to a matter of ease of cleaning one's penis.
