I disagree with that.  Like I just said, this has brought attention to an issue that the team is somewhat split on.  Most mods agree that certain types of "mentions" or references to shock sites should or shouldn't be allowed.  The guidelines we have in place do not cover this, so it's being discussed...so that we can moderate this instance and future instances.  

 My guess is that a member doing this would have provoked similar discussion.  It generally takes instances like this to bring attention to grey areas in policy.

Forgive my pessimism, but it seems to me that there are enough Mods who don't like being held to a 'higher standard' to seriously address such a "minor offense".

We haven't even agreed whether or not this was an offense.  That's what the policy discussion is in regards to.

To my knowledge, we have never punished a member for something before it was even clarified as policy either.

The mod who removed it believed that they violated guidelines.  There are other team members that do not feel this way.

A quick check on the guideline lead us to discover that it was "discretionary", which is more or less a way of saying that nothing has ever been officially decided.

According to current policy, the acting moderator had a right to remove that post.  If it was the right decision or not is, in my eyes, pretty moot.  They have a reasonable argument for the removal itself, and it was within current policy.

Note: No one has ever been banned for it unexpectedly.  That's why we have informal warnings.
