Whats a program I can use to take out a few second clips out of a movie.
E.g
I have a film clip on my comp.
Id like to start making my own little icons from it.
What can I use to take a bit out and make one?

I would also like to use it to take pictures from it.

Would anyone know a free and simple software to use?

I randomly found Windows Movie Maker on my computer the other day.  It must have come with the computer I think.  But yes, it does all the things you want... maybe it's on your computer aswell?
