Sadly I think he's pretty made up in the fact that he doesn't want a girlfriend at the time being. You have to give him his space somewhat until he comes to a final decision. Hopefully he'll realize that he cares quite a bit about you and will try to make it work but judging by the sound of things I think he'll tell you he wants out.
