I assume you're from the states? In my opinion your public health sector is just bullshit, treating people like that not giving help to those whom really need it is just awful. Atleast over here in Finland we've got a public health care system and we all are able to get treatement weather we have money or not, that's why you pay taxes to help one another in society. Anyways I have no idea how you could actually help her there might be a chance for fund raising for her treatement? Does she have other people that could help her? Does she have realtives aware of her situation?
Look I'm really sorry for that situation it's horrible that the social security seems to be non existant over there, atleast she has got somebody as awesome as you caring about her.
