if i wanted to transfer to another school for sophomore year (dartmouth, brown, or other high caliber):

a. would the college see my high school grades?

b. when would i have to apply by if i wanted to begin in the fall of my sophomore year, and what college grades would they see?

c. is it very difficult to transfer?

You might be too late for fall :/ It depends, it's going to be different for each school. They'll probably just see your GPA, and if they want mid-semester grades they'll see that too.

It can be, but usually no.

You generally apply the same time high school seniors do I think. Yea, it is hard to transfer but it happens. If youre just switching from one top school to another it wouldn't be as difficult, but generally per year only 20ish kids transfer out of those schools so it would be really hard to get in. I know a few people that transferred here from small nameless schools, but again I wouldn't count on it.

I'm doing the same thing, and I've done my research.

Top caliber schools - Ivy League - accept around 5% of transfer applicants. Keep in mind, Harvard and Princeton do not take transfers.

a. Yes, your HS work is reviewed. If you were a C-student in HS, but pulled up to a 3.8-4.0 GPA in a decent college, you may need 2 years to prove your commitment to work.

b. Your mid-year college grades would be reviewed. Check individual websited for application deadlines, although March 15th is standard.

c. A school like Penn takes 5%.

you would potentially lose credits, but don't give up. I transferred two times and it went fine for me.
