Well, if you just want something to manipulate images, then I recommend GIMP. It's basically an open-source photoshop.

Or do you mean something that's actually *online*? In that case, try myimager.

Yeah, thats all I'm looking for, something simple. I don't have photoshop on this computer so I wanted something basic, but pretty.

paint.NET is also a good pick.  It's got a simple layout, but some decent editing tools built into it.

Agreed.  Many features and free (and still legal).

Just learn how to resize images and do small adjustments to make an avatar sized image.
