I call someone and they cant talk at that moment so tehy PROMISE they'll call back later that night...

so you sit by the phone waiting...
they never call you back!

its like shit if your not planning on calling back then dont promise you will!

I do that at times because I can be easily distracted and forget things easily.  Though, there are times when I remember but it's too late.
