Please excuse my undeniable ignorance as I have not at all been reading up about the game however I couldn't help note the amount of hype the game was receiving. After looking at a few videos of the game I deduced it was little more than a slightly prettier and more realistic GTA: San Andreas or GTA3.. I mean, the game play elements are practically the same, the AI looks like its still pretty shit and the graphics simply don't "wow" me considering what the PS3/360 is capable of.

I mean, I can understand the enthusiasm of a new big city to roam around and explore, but what else makes this game worthy of 10/10 review scores and vigorous hype?

Dunno, something to do with the multiplayer?
I've heard that the multiplayer's good. I don't know any details.
Maybe the fact that there's multiplayer at all... did GTA have any multiplayer prior to 4?

What kind of excites me is the multi-player modes with other people online. The graphics do look relatively the same but I wasn't expecting a big change there.

GTA San Andreas for the computer had a patch that allowed players to play online in server games. I'm not sure if Vice City had the same thing. And if I recall correctly, the console version of the 2 GTA games that I'm talking about had some form of multiplayer, but I'm not sure...
