I called my first choice school and asked them if my decision letter has been generated and they said it has and I was like oh ok well could you tell me that because I need to know because my back up schools deposit is due tomorrow and they were like Im sorry we can not deliver that information over the phone. so do you think that means I didnt get in? Or are they not allowed at all to say anything. I dont know whether to hold off on the deposit and have it be late or just assume I got rejected and pay the deposit for the other school?

Don't assume you got rejected - they really won't be allowed to give that information over the phone. They are just following procedure. They can't tell everyone who phones or else they'd be on the phone ALL DAY so they just have a flat policy about callers, and they would have applied that to you too.
Yeah, don't assume, hold off on the deposit a day or two - if they were processing it then at least you know you'll know soon.
