bumper popped out about 1/2 inch at the end, is this particularly unsafe?

it was completely his fault though, he was nice about it and admitted it, whammed into me out of NOWHERE while i was just beginning to make a left turn, i was moving about 1-2 mph

the rest is just cosmetic damage, i was pretty surprised it was only this much, hit me about 10 mph after slamming on the brakes, his truck was pretty messed up.

You could try a quick temperature change to fix the dent.  As far as being unsafe, no it is no unsafe, bumpers are designed to take damage to prevent damage to the actual car.

mostly cosmetic, looks as if the plastic clips on the bumper broke where it connects to the other body panels

I can't tell anything from the pictures. A new bumper would be covered by the persons insurance if you did collect it. Couple hundred plus install

If insurance doesn't replace it it looks fine. Just buy some new bumper clips and refit it. Maybe buy some touch up pens for the cosmaetic damage.

The bumper clips are cheap plastic thats molded into the bumper, it cannot be fixed.
