The bumper clips are cheap plastic thats molded into the bumper, it cannot be fixed. 
You could remake them, sand off the old ones then glue them on.

With a good epoxy, the spot glued will be stronger than the plastic.
And seeing as said task would be tasking and take forever, a new bumper would be far cheaper.

If you're shit at body work yes. I didn't mean use glue like pritstick. I mean industrial glue like tigerseal. Trust me I know first hand this stuff is as good as bolting parts on. And No i'm not retarded I know many mechanics and bodywork specialists and this is their advice in this situation. Being retarded is to right your when you mean you're.
