Ughh, don't quite know how to explain what I mean by this, this so I'll show you:

Does anyone know how to achieve that affect using Paint Shop Pro... or even better, does anyone know of an online generator or something that can do it for me?

You need OCR. That's the only program I know that does that for you.

First of all, get a background. Then, make the text a suitable size - I used 162px. I then rasterized the text layer, selected it, and deleted it - now I only have an 'outline' of the text. Go to your background layer, inverse the selection (ctrl/shift/i in photoshop, I don't know the shortcut in PSP), and delete it from that layer, too.

Now you've got a barebones text with just the background selection; save it as a transparent .gif and you're finished.
