I think that's also going to be used when construction of the Al Burj is completed.

It's being built not far from the Burj Dubai and is supposed to at least twice it's height, literally scraping the sky

A huge hanging ball like that will tend to want to stay in one spot.  So when the building sways, the ball wants to stay put and it slows the building down.  I think.  Something like that.

Oh ok.. So when the building sways to the left the ball stays to the center/right and pulls the building back towards it.  That makes sense.
