i shaved my lower legs but not my upper legs (thighs) will it grow back uneven?
and does hair every stop growing at one point?

It'll stop growing, but you're going to have to make sure that you continue to shave... If you decided that they look uneven, you can always just shave both upper and lower, and even them out... I shave both, because of soccer, and summer (short shorts).
