i used to be a shy girl myself and i'd freak whenever i saw the guy i liked. i'd seize up and behave weirdly and even avoid him cos i just couldnt handle being around him even though i badly wanted to be near him. yeah i know, it was stupid. and i always told my big-mouthed friends about him and they'd be like, "he's right behind you!" when he came near.
so she likes you but she's too shy. you'd definitely make her day if you went up to her and flirted with her a little. All the best!
