Just goto PHPMyAdmin and click on query or MySQL, depending on your version and there should be a large text box there where you can input queries. Check around that and there should be another box to upload a sql file.
If there isn't, just open the sql file (it's just a text file) and copy all of that code into the query textbox on PHPMyAdmin and you're good to go!
Edit: Don't forget to add the user to your database otherwise you'll run into a "WTF Moment"
