Mmm, I'll be declaring my major next semester and a Web Developer is what I'm trying to become...and no one ever mentioned having to do what's stated above. By the time you graduate, I believe you should already have something like a portfolio and maybe even job experience, depending upon the school you attended and the work you put into your studies.
