All my cars have ABS. I can come to a panic stop without one tire locking up. Some chirping, yes. But no full lock. Some car's don't have 4 channel ABS so yea. But to the OP.. This is why your supposed to leave enough room in between you and the next car to give time to panic stop. How do you mean the brakes failed? If you felt pulsing in the pedal it's normal.

No, it shouldn't. Technically it does for split seconds at a time, but it should NEVER purely lock up. 
ABS can only do so much, just because you have ABS doesn't mean that under enough strain that the brakes won't lock up. Ever wonder why you still see skid marks from new cars in accidents? ABS locked up 
I had stopped and started because i was at a roundabout, the old people fucked up by slamming on their brakes, i only hit them at about 5-10km/ph, but i hit them. and at cingular, my brakes failed. The abs, stops me pushing the brake down, so the car in essence does not brake.

This is where you are wrong. A few months ago, i ran my car up the gutter and for some ungodly reason, i fucked my suspension and both of my left side tires and rims needed replacing. Ever since then, whenever ABS is on, my brake pedal jams up, but it turns itself off after about 10 minutes and then no more jamming. The ABS, needs to be retuned or something, because it IS fucking my brakes.

No, I'm not wrong. Your car is obviously broke, ABS will not cause the brakes to "jam" under normal working conditions. Go back and learn how brakes and ABS work then come and tell me something
