Say if you had a friend who acted really interested in you (in terms of friendship), then when you tried planning anything he/she kept giving you the cold shoulder, and didn't have good excuses as to why. Well, the next time you saw that person, would you: a) blank them and just think forget it or b) would you try and keep pushing them into doing something?

I'm in a tricky situation here

What good is a friend that doesn't seem to care?  I don't care how amazing or good you think a person might be, if they choose to completely ignore you and cancel plans, that should be a sign that you should stop making them.

This is the thing, she asked me to go out in the first place. Also, today she arranged something with her other friend, so she must be available.

I would consider the ball in her court and not take anymore initiative in planning anything with her.  Be friendly but at an arm's length.  

She will get the message I am sure.
