Sure, it's easy if you know it or a language close to it, but for those who don't, it's very difficult.

Where do you get that number from? Whatever the number of tenses, English is pitifully easy to conjugate.

Both Arabic and Chinese are compartively easy to learn for different reasons. As far as overall learning time required, Arabic may take longer, as Chinese is meant to be quite simple once the basic characters are mastered.

The article included above discusses a few other languages too.

English definitely is not one of the hardest languages, it's relatively simple compared to a lot of languages. Old English was relatively complex. I'd say Finnish is probably one of the most complex and hard to learn, Icelandic is up there with Finnish too.

Whichever language is hardest for each person. No language is specifically the hardest since the ability to learn any given language depends upon the person. Some people have a natural inclination to complicated grammar patterns while others have a great memory when it comes to Chinese/Japanese characters.
