i don't see ab=nything wrong, once the age gap becomes above 10 years though thats when i think it's a bit wierd

aslong as they don't make out, but if they really loved each other he would wait until she was old enough

no, perfectly ethical if its consential.

it is considered wrong by society and the law but they do not alter the ethical core of a situation

Your description of the situation is a little vague and too exclusionary. What do you mean by 'intimately attracted'? And how can traits like 'level of maturity' be ignored?

The difference in ages is not an ethical or moral problem in and of itself. But a domineering and mature 21 year old male with a naive 15 year old girl could be problematic. So disregarding 'character traits' makes it difficult, if not impossible, to give a valid assessment of the situation.

I don't think there is anything morally wrong with being attracted to a younger person.  However, depending on where you live, it may be a legal problem if it becomes a physical relationship.  In most states 17 is the legal age of adulthood.  Younger than this he may be legally charged with molestation of a minor.  Which, in my opinion, he should be.
