Oh, I don't think the number of racist people in the US, UK, Canada, and Australia is nearly as high as the threads in the race forum would lead you to believe. A lot of the people who throw around the word nigger, talk about how black people are ugly, etc. are essentially trolls. There are some genuine racists, but generally the more genuine racists don't make absurd statements to piss people off. They may say some questionable things, but usually they don't do it for attention like the trolls on that forum do. Either way, being racist isn't against the rules - in fact, I believe it's good to openly discuss that kind of thing. It all depends on how it's presented, and a troll will do it in a way that pisses people off.
However, I do think that people hold a lot of misconceptions about races and that any "racism" that might appear from supposedly non-prejudiced people are the result of over-stereotyping, as I explained in this thread. I believe, like Jake, that it's important to undo these misconceptions and stereotypes that many people hold today.
Either way, nobody denies that the race forum needs more moderation. Just take a look at DRBN's sticky. None of what is said in there is being applied to the forum today.
