The government can hear you even if you turn your phone off

When you turn something like your phone off, it's not *really* off. You can usually determine this by the type of on switch/button on the device. But yeah, it's a news channel--they're paid to lie their asses off.

But your phone is not connecting or connected to a signal when it is off. Hence why the "searching for network" prompt arises when you turn on your phone. Therefore, unless the government is hardwired to your phone it is impossible to "hack" it when it is off.
