So my brother is 27 and lives with us. When he was 4 he was diagnosed with JRA (Juvenile Rheumatoid Arthritis) and he will never be able to walk again and get around like a person without such a disability.

It seems like whenever we go somewhere, all the handicap spaces are taken...several times by people without the proper tags/identification for being disabled.

Usually we end up dropping him off and then driving around the parking lot, finding a normal space, parking and then picking him back up later.

From now on, if I see someone parked in a handicap spot who does not have the proper tag and who I know is not handicapped, I will cut the valve stems from their tires -.-

Or just report them.
Much more embarrassing for them to have their plates read off over an intercom and asked to move their car for illegally parking in a handicapped spot.

The burning stares from people who are walking out behind them is so intense.
Provided the store does that.

That's suprising. I almost always see open handicapped spots wherever I go.

So you should. It pisses me off when you can't find a space because stupid lazy dickheads have taken all the disabled spaces.
