There is no up or down in space, but all matter has gravity act on it, so the Earth pulls us toward it's center, giving us the idea of up and down/away from center of the Earth and toward it.

Contrary to popular belief, they don't stay on the Earth. That part of the earth is not suitable for life, given the fact that people fall off of it into space. The closer you get to the bottom of the earth, the more support structures you need to keep buildings and people from falling into space. I heard that in 2020 they plan to create a hanging city, but I don't believe it.. who'd want to live in a city suspended by cables.. Imagine terrorist groups cutting the cables.. a whole city, poof..
