How would that happen if you wear underwear?
The drippage just wipes off on the boxers.

Not all guys, but that's really the most common way. For example I wipe with TP to be completely dry, and I've always had some mates (in schools and university too) who just put it back quickly without shaking and always let some piss soak in their underpants. Sometimes they had stains on their PE shorts too. It's quite common, and these guys are usually clean otherwise, except for this. If you see somebody in wet or yellow stained undies, you'll know that he's one of them.
