Is the number 100 and 99.999999....(99 repeating) the same?

One can argue that they are, because 99 repeating is the same as 99 99/99, which would make it 99 +1, or 100.

However, someone else can counter that and say that these two numbers are not and never will be the same, simply because of that one difference.

Which is the most logical answer?
