No. It only uses how much it needs. But the higher the max power, the more PC components you are able to run simotaniously. 750watts for a regular PC is a big waste of money. Most normal PC's only run on 175-300watts. 750watts would be in the server computer range, where many hard drives and other components are used + the extra power for the larger CPU's, RAM and cooling units.
