So i want to go to NIU and it is a four year university so it's pretty expensive, but my mom won't sign any student loans that i would need to get into college.. so how can i get student loans w.out a cosigner?

Perhaps wait a year to build up credit. Fill out all types of scholarship and grant applications.

Federal loans do not require a cosigner. The other upside is that federal loans are generally better than private loans.  The government gives good interest rates, offers deferred payments, etc.  The only thing is that you need to qualify for them.  In order to do this you need to fill out a FAFSA(Free Application for Federal Student Aid).  
You should fill out a FAFSA anyways, because you might get need-based scholarships as well. You will need your mom's help to complete a lot of it, as the federal government bases the need of you on the income of your family. I wouldn't worry about not being offered a Federal Loan. My FAFSA told me that I had to pay $22K a year out of my own pocket (didn't happen), but I still was able to get Federal loans if I needed them.
