Carnegie System Question?!?!?

Hello,
A college I'm considering states this in one of their course catalog's: "The Programming series of classes does not comply with the Carnegie system of credit measurement."
1. What is the Carnegie system, and is it important to comply with the system of Carnegie credit measurement?
2. Does this mean the credits earned would not be transferable to another college/university that does comply with the Carnegie system?
Thank you in advance!
J.C.
