hmm, once again I can see your point, but these immigrants, the ones who are legal, most likely have take proper protocol and requirements needed to become citizens. After they see the first few get blown to pieces, not too many will try to get across. And I'm sure there is some kind of device they can put on a helicopter that will drop the mines at set intervals or at random.
