Yes, it has almost nothing to do with how old your site is.  Age of the site will only determine whether or not Google has a ranking for it (because if it's brand spanking new, it won't know it's there yet!)

And ranks 1-3 are actually pretty easy to get, as David said, all things considered.  That is...if you know what you're doing.  For Google the majority of it is about incoming links, and the quality of those incoming links.    If a site links to you and it has a high page ranking by Google, it'll help your page ranking more so than a site linking to you with no or low page ranking.

All the current (up-and-running) sites I've made and worked on have a page ranking ranging from 1-3.  Actually, come to think of it, there's one with a 1, one with a 2, and one with a 3, haha, but none of them would be appropriate for a LiveWire link.  With the exception of one of my personal sites, which I purposefully am avoiding high Page Ranking, for my own reasons :)

Davjs - if we get the advertising dollars, how do we use them?  Are the advertising dollars dolled out at the same time as the points each week?

For some reason mine comes up without a page rank... but if i go check myself then i come up with a rank of 2 for all of my pages, including letter for letter the URL i added to LW.

First, making it up to rank 10 is utterly pointless. The only websites that have a rank that high are google.com, and even last.fm has a rank of 7. Above five is a bit pointless for personal pages.

Second, this seems like a way to attract a massive amount of noobs to this site, with so much encouragement of people linking to livewire and whatnot. Honestly, I don't like that too much. We have enough noobs already, and this site is getting too noob friendly. In my opinion, we should concentrate more on making things better for existing members, and allowing noobs to adapt to filter out the illiterate/moronic ones more.

The one you added to LiveWire is http://www.craigk.org/links/, which FireFox's plugin agrees with LiveWire as being unranked. However, http://www.craigk.org/pictures/ is ranked 2/10.
