What kind of forum? and if its just a simple forum, i'd recommend getting one of those premade forum (easy search on google) and customize from there. Coding one by hand is much more difficult

Your best and easiest option would be to use a free forum provider. You could try http://forumer.com . They provide free IPB 1.3 and phpBB hosting with unlimited storage and unlimited bandwidth.

I have had experience with them and I think they are pretty good as there are a quite a lot of skins and modifications available and so on.

There are of course paid solutions like vB and IPB 2.1.7 but they cost somewhere around 160-180 USD.

I used Proboards & PHPBB Forums.

I personally like PHPBB, but Proboards is all right. It looks like it's for "beginners" and Php is "professional-looking."

I have been signed up with a forum which has been made this way, and I think their system is great. I don't own the site, but so many have owned sites that are made by that free providor. I don't really know if they are paying anything, but the ads are not really that big.

Invisionfree.com is an awsome Forum Host. I have been using them for over 2 years now. They are 100% free. the adds are small, and you can pay like $6 to take the adds off. They are about to upgrade so I'm sure they will only be getting better.

Get a domain name and a small hosting plan. don't start in such free hosted forums because in many cases you won't have ftp and phpmyadmin access. And when the forums grow you;ll have to move to a normal host and a domain. I had members complain about the fact they built a good forum and then had to move to develop even more. This means losing most of your members. So start fresh on a domain name and host. Not that expensive. it's a pity to work like crazy (and you will), just to realize you cannot develop anymore
