Lets say a  mom or soon to be mom has HIV. Well there can be some expensive treatment that will prevent the baby from getting HIV.

In theory yes. There are a number of people that are immune to HIV for reason we don't understand. Examination of their differences and a possible replication of why their immune system is different could in theory lead to a treatment that changes at least temporarily the traits of infected immune system to drive off the infection. It is most likely the surface bonding areas of T and B cells that differ, but we don't know as these immune people are very hesistant to come public.
