So i want a program that works like photoshop basically. something that edits photos and lets you create totally insane things. would photoshop be the best fit? or is there something else fun like that?

Photoshop would be BEST, but you could try The Gimp first. (its Open Source, IE free)

Try GIMPshop, it looks like photoshop so when you make the switch to the real thing it wont be that difficult.
