Now, I swear I'm not retarded. But... I cannot find the Accessibility Options.

Yes, they should be in the control panel. They are nowhere to be found! I don't think I'm just overlooking them, I've checked soooo many times! I just want to enable MouseKeys!

I'm using XP Pro.

Search the Help and Support Center, perhaps?

Are you on classic view of the control panel, that may help, I don't even know if XP Pro has that option in the control panel...

The Microsoft website was having a hard-on for that. And I see no option for that, so.

Just open a blank folder, and type Accesibility Options into the URL bar of the folder.

Spasty, I signed up here to fix your problem. I too had this. The problem is related to a corrupt or missing "access.cpl" file from your system 32 directory. Copy this file from another computer or you may have the access.cp_ in an "i386" folder where as you would copy and rename to access.cpl.
