Should I rely on rateaprofessor.com when picking my teachers for freshman year of college?

No.  Most issues are with the students, not the teachers.

You might want to take it into consideration.

I would NEVER rely on one source in particular.

Well, you should try to get there and talk to some people, and you may want to ask about sitting in on a class for some of the professors you are considering.

Alot of colleges and professors will be willing to accommodate new students in their search for classes/teachers.

I usually go on after I'm in a class to see if I happen to agree with the comments for fun, but I never use it when picking classes.  It's hard enough to pick classes with a daily schedule that I like, I don't want to make it even harder by factoring in the professor into the equation, nor do I think it is a particularly good idea to go into a class with preconceived notions about how hard someone is going to be.
